Before the apocalypse, the Hillpoint Church and Congregation Emanu-El B'Ne were two separate religious establishments along Brown Deer Road. After the apocalypse, the people of the River Hills "Utopian" society were able to secure the construction of a military base there to be at the heart of their jurisdiction with a show of coin.
Since then the base utilizes the two buildings as well as the land around around it and across the road. Not only is it a military establishment, but also a tollgate on the road. There is no fee to cross, just a simple search procedure. The purpose of this base is to provide security for River Hills and the surrounding villages such as Fox Point, Bayside, Brown Deer, and even a bit of southern Mequon.
Inhabitants:
Raven Black, and Military (2d10 guard) and medical (1d10 civilian) personnel mainly with a few political and civilian visitors (1d10) from time to time.
